Brunei has been in a state of unbroken emergency since 1962, after the Brunei Revolt, which was prompted by resistance to the planned creation of Malaysia and desires for an independent North Kalimantan. In response to the revolt, a state of emergency was declared by the Sultan, who dissolved the legislative council and took complete executive powers for himself. Emergency powers gave the Sultan legal powers to enact laws without parliamentary approval, such as constraints on freedom of assembly and expression. Even after Brunei attained independence in 1984, the state of emergency has continued, with the Sultan keeping absolute powers. This long-term emergency rule has resulted in serious curbs on political liberties and civil freedoms, with little public opposition because of economic contentment and stringent controls.
