Some organizations that got money did not follow the law, and some projects only existed on paper. The watchdog has asked the courts to investigate and punish those responsible. This case shows that Morocco still faces big challenges in stopping corruption and making sure public money is used properly to help people. It also raises concerns about weak oversight and poor control systems in public spending.
