In Brunei, freedom of association and peaceful assembly are heavily restricted. The law does not protect these rights, and long-standing emergency powers are used to control public gatherings. Under the 2005 Societies Order, more than 10 people cannot meet for a purpose without registering with the government. Human rights groups, both local and international, are not allowed to operate freely due to strict rules. Peaceful assembly is also limited. The Public Order Act allows police to break up any gathering of five or more people if they think it might disturb public order. Organizing a public event or protest requires a permit from the Minister of Home Affairs, which is hard to obtain. During Brunei’s Universal Periodic Review at the UN, many countries recommended that Brunei protect these freedoms and reform its laws. However, Brunei rejected the suggestions in March 2025 and continues to limit civil space under emergency laws in place since 1962.
Pray for improved civic freedom in Brunei. Pray for the reformation of the laws that suppress the voices and freedoms of civilians. Pray for justice and peace to prevail in the country (The Holy Bible, Proverbs 31:8-9).
