Iraq has launched its first national migration plan (2025–2030), a five-year strategy to ensure safe, orderly, and regular migration. The plan aims to create opportunities for work, education, and family reunification, while strengthening migration governance and supporting national stability and development. Around two million Iraqis live abroad, over 58,000 have returned in the past seven years, and Iraq currently hosts 370,000 migrant workers in sectors like construction and domestic work. The strategy emphasizes institutional coordination, private sector involvement, and data-driven decisions, recognizing migration as a driver of dignity, opportunity, and progress. The Ministry of Migration and Displaced, with support from IOM and the Government of the Netherlands, has developed the plan to turn Iraq’s global promises on migration into real action at the national level.
