Brunei’s civic space is rated as “repressed” by international human rights organizations. The country is ruled by an absolute monarchy, and the Sultan holds full power under a state of emergency in place since 1962. There are no laws that protect freedom of speech, assembly, or association. Strict laws like the Sedition Act and Penal Code punish those who speak out, and the media faces heavy control and censorship. Journalists often self-censor out of fear. Human rights groups are not allowed to operate freely, and gatherings of more than five people need government approval. In 2025, the UN raised serious concerns and recommended that Brunei adopt international human rights standards, including allowing more freedoms and creating an independent rights body. However, Brunei rejected all recommendations and did not agree to make any changes to improve civil rights or freedoms. Only a few local groups help with issues like domestic violence and legal aid.
