Bhutan faces growing social protection challenges as its population ages, with 14% expected to be elderly by 2040. Only 8% of workers are covered by pensions, leaving most to depend on family or charity. A UNICEF–EU report found that 92% of Bhutanese lack social insurance, exposing the elderly, poor, and disabled to hardship. Even pensioners struggle, as benefits don’t adjust to rising wages. Families face heavy costs accessing “free” health services, while urban poor children miss out on feeding programmes. Persons with disabilities face limited support, long waiting lists, and exclusion without ID cards. Without stronger policies and funding, Bhutan’s social safety net remains fragile despite its economic progress.
