Bhutan’s health sector is facing a growing workforce crisis, particularly at the Jigme Dorji Wangchuck National Referral Hospital (JDWNRH), due to the continued loss of medical professionals. In 2025, 92 staff resigned, with 45 more giving notice and 31 applying for Extra Ordinary Leave (EOL)—many of whom are unlikely to return as they seek work abroad.
JDWNRH already has 67 staff on EOL and 38 on long-term training, worsening shortages despite trainees eventually returning. Although resignations fell slightly from 109 in 2024, the post-pandemic trend remains high, largely driven by overseas opportunities. As a result, major staffing gaps persist, including 44 specialists, 178 nurses, and 7 doctors, alongside shortages in other clinical roles. The situation is worsened by the loss of experienced personnel and the risk of new recruits leaving. Authorities are considering career structure reforms to improve retention.
