Laws like Article 331 and new regulations such as Decree 147 have tightened control, forcing social media users to verify accounts, store data locally, and face punishment for posts critical of state power. Independent media outlets face closure or severe restrictions. The rank of Vietnam in the Reporters Without Borders index is very low, reflecting widespread censorship and fear among reporters. The coalition calls for Trang’s release as a vital test of whether Vietnam will respect free speech and justice.
