Brunei is an absolute monarchy where the Sultan holds full executive power under a long-standing state of emergency declared in 1962. There are no national elections and no legal protection for freedom of speech, assembly, or association. Emergency laws are often used to limit public gatherings, while associations of more than 10 people must register with the government. There are no independent human rights groups, although a few organizations provide humanitarian support, such as help for domestic violence victims. In 2025, the UN raised concerns about limited freedoms during Brunei’s Universal Periodic Review, but the government did not support recommendations to improve civic space. Strict laws restrict expression, media, and online content, leading journalists and citizens to practice self-censorship. Overall, strong legal controls continue to limit public participation and civil freedoms.
