The National Education Assessment (NEA) 2024 reveals that students with disabilities in Bhutan continue to perform below their peers, particularly in Mathematics, due to gaps in inclusive learning materials, limited teacher training, and inaccessible school infrastructure. Although 1,455 children with disabilities are enrolled nationwide, they scored 7–12 points lower on average across assessed subjects. Nearly half of school principals reported shortages or poor condition of disability-specific resources, and many teachers lack formal training in inclusive practices. While some schools, such as Dechencholing Higher Secondary School, demonstrate effective inclusive strategies and facilities, systemic challenges remain. The Ministry of Education and Skills Development acknowledges these issues and plans to expand teacher training and strengthen inclusive education capacity to ensure equitable learning opportunities for all students.
