A report compiled by the International Truth and Justice Project (ITJP) says that many people identified as torturers during the civil war era still hold senior positions in the police force today. As a result, there is still wide spread use of torture, in particular to extract confessions, which are still admissible as evidence in court cases. The report recommends that the legal system must be adjusted to only accept confessions made in the presence of competent and independent lawyers.
