Labour Minister Ugyen Dorji said that during the 12th Five-Year Plan, there will be over 82,000 job seekers, most of them youth. Unemployment remains a big problem, rising to 12% in the 11th Plan. The government plans to create 67,000 jobs, including 20,000 through a direct employment scheme, with many aimed at youth. The minister said some youth may still need to work overseas because full employment inside the country is not possible. MP Norbu Wangzom asked about loan problems faced by Bhutanese students in Japan. The government said it cannot cancel the loans, but will give more time to repay until students finish their studies and get jobs. Prime Minister Lotay Tshering asked members not to use the issue for politics and invited the opposition to send a representative to Japan to study the matter.
